Recruitment: Procurement & Contract Specialist

POSITION SUMMARY

This job position provides administrative support to the General and Admin Section and remaining department staff members by performing a variety of routine and specialized functions to make procurement all items from each department.

 

PRIMARY RESPONSIBILITIES

Duties and responsibilities for this position include but are not limited to the following:

  • Procurement of spare parts, consumables & materials for overhaul and routine maintenance, and all items from each department.
  • Management of routine and planned maintenance service agreements and all contracts related to operating the power plant.
  • Prepares various corporate contracts, correspondence and letters in relation to the procurement of goods, services and agreements.
  • Reviews other existing contracts with other parties and provide legal opinion therefor
  • Maintains an updated Bureau of Customs Import Permit to import plant materials, goods and fuel validly and continuously.
  • Maintains an updated Bureau of Internal Revenue Importer’s Clearance Certificate if any.
  • Placement of Operational Insurance (Property Damage; Business Interruption; Comprehensive General Liability; Terrorism & Marine).
  • Resolves Insurance Recommendation from Insurer’s Technical Representative
  • Drafts or verifies contracts prior to signing to ensure agreement to existing policies.
  • Follows and assists contract management ensuring regular and timely issuing of associated documentation (invoicing, contractor evaluation, reporting, etc.).
  • Implements and regularly audits appropriate contract management controls.
  • Develops the required management reports establishing committed and forecast costs.
  • Regularly verifies market conditions identifying alternative suppliers, in particular for areas where limited competition is perceived.
  • Ensures frequent update of contract documentation, forecasts, management systems and reports.
  • Performs other comparable and related duties as assigned.

 

EDUCATION, EXPERIENCE AND GENERAL REQUIREMENTS

  • Bachelor’s degree is required .
  • At least 5 years experience in procurement/ contract management or equivalent, preferably in an industrial company, previous supervising role will be valued.
  • Lawyer or legal expert will be valued.
  • Familiar with local commercial regulations.
  • Ability to work without detailed supervision.
  • Available to work overtime and/or weekends if required.
  • Possess advanced level communications skills in English (written and verbal) and be computer literate. Able to communicate using advanced vocabularies.
